Could Binance Have a Future in Europe After Lagarde's ECB Exit?

  • Lagarde's early February 2027 exit removes Binance's most powerful reported opponent.
  • Binance still lacks the EU license it needs to serve 450 million residents.
  • A pending EU plan could move the final call to a single EU watchdog.

Christine Lagarde will leave the European Central Bank (ECB) on February 7, 2027, almost nine months before her term ends. She is the official reported to have pushed Greece to reject Binance’s bid for an EU-wide license.

That license is the key to a bloc of about 450 million people. Without it, Binance stopped taking new European customers in July, while rival Coinbase kept serving the region on a license from Luxembourg. Lagarde’s exit does not hand Binance that license.

Why Is Lagarde Leaving the ECB Early?

The ECB confirmed on Thursday that Lagarde told its Governing Council she will step down. European Union (EU) leaders will now pick her successor.

“I have just informed my colleagues that I will step down as ECB President on 7 February 2027,” she said in a post.

Her eight-year term was due to end on October 31, 2027. An early exit would probably let French President Emmanuel Macron shape the choice before France votes in spring 2027.

Former Dutch central bank chief Klaas Knot and Bank for International Settlements head Pablo Hernández de Cos are among the names discussed.

What Still Stands Between Binance and Europe?

Reports indicated that Lagarde had asked Greek Prime Minister Kyriakos Mitsotakis to block Binance. She reportedly cited Binance’s 2023 US money-laundering guilty plea and the digital euro, the ECB’s planned state-backed digital cash. BeInCrypto had reported in June that the Greek bid faced rejection.

Greece’s securities regulator says it judged the application independently against EU and national rules.

Reportedly, a Greek regulator told Binance that Lagarde wanted the decision delayed until the European Securities and Markets Authority (ESMA), the EU’s markets watchdog, takes over crypto licensing.

The European Commission proposed moving crypto licensing from national regulators to ESMA in December 2025. Lawmakers are still negotiating, and several national regulators oppose it.

Binance says it will reapply through another EU country. Regulators are also testing how Binance still operates in Europe. Two EU decisions now run side by side, the choice of Lagarde’s successor and whether ESMA takes over crypto licensing.
