EU Bill Proposes to Regulate Generative AI Tools Like ChatGPT

The European Union has proposed a bill for artificial intelligence (AI) regulation that requires the disclosure of copyright material by tools such as ChatGPT and Midjourney.

AI has become the favorite topic of discussion in 2023, with the rising popularity of chatbots such as ChatGPT. While some are excited about an AI future, others want regulations due to the potential dangers.

EU’s draft of the AI Act mentions that generative AI tools such as ChatGPT, Bard, and Midjourney must completely disclose the copyrighted materials used in training. According to Reuters, the Union has been working on the draft for the past two years.

Furthermore, the regulations will classify AI tools on the level of risk they present, ranging from minimal to limited, high, and unacceptable. While regulators do not want to ban high-risk tools, they require users to be highly transparent about their operations.

Macquarie analyst Fred Havemeyer believes the bill is “tactful rather than a ban first, and ask questions later approach.”

The EU members are yet to release the final version of the AI regulation bill.

Demand for AI Regulation

Universal Music Group (UMG), one of the largest music companies, recently declared war against AI-generated music. BeInCrypto reported that UMG asked streaming giants like Spotify and Apple to take down AI-generated songs built from its copyrighted music.

In an example of AI-generated music, a YouTube channel, 20syl, uploaded a video called “AllttA – Savages,” where artists rap alongside the American rapper Jay-Z., who did not collaborate with the channel. Rather his voice was AI-generated.

Twitter boss Elon Musk signed an open letter asking for a pause in developments for six months. He believes that an AI system more powerful than OpenAI’s GPT-4 possesses “profound risks to society and humanity.”

Yet Musk has also been reportedly approaching investors about potential investment in an AI startup. According to Business Insider, he purchased 10,000 graphics processing units (GPU) to work on AI large language models (LLM) weeks after signing the open letter.
